Why do we figure out Voltage Open Circuit?
When the battery has been satisfied and No longer draws any charge-current, the charge controller is No longer loading the solar panels. Therefore, the charge controller sees the FULL OPEN CIRCUIT VOLTAGE across its input.

Testimony
I installed nine of these on the roof of our RV, and I am generally satisfied with their performance. The only output issues I have experienced are that they are placed flat on the roof and not correctly aligned for optimal solar incidence. However, the mounting kits made installation easy. I prefer longer leads since I have to run cables to the back of the coach. Regardless it is not really an issue.
